Try PhotoPlus by Serif - Besides a great range of features and tools, it includes a makeover studio to fix red eye, add a tan, slim down, whiten teeth, brighten eyes etc, so your portraits will end up looking amazing! PhotoPlus is very competitively priced too- cheaper than a lot of other photo editors on the market.
