Photographic seal? do you mean a watermark? eg. the copyright logo that appears on photos. If so, most photo editing software can do this, such as lightroom or photoshop.
If you don't have photo editing software, simple way would just be to use the copyright symbol in microsoft Word, and then copy and paste it onto your photos
