Nikon Coolpix L23 Help

Hello

I have a Nikon Coolpix L23 and I am having some issues with it. The only two options I can find for the flash are 'auto' and 'off' and this is causing problems when I am taking photos in low light. The camera doesn't feel the flash needs to be on but it leaves the photos blurry. Is there a way I can turn the flash on permanently or is there an adjustment I can make that will stop the photos being blurry when the flash is off? The blog on this site about the camera says there is a way to turn it on "even in bright light" (http://www.photograp...pix_l23_review/) which makes me think it is just me being a techno-idiot! It is making the camera a nightmare to use as I never know if it is going to take photos properly and I am considering just buying a different camera!
