There are quite a few bags that should meet your needs, but it all depends on the body and lenses you plan on flying with. Flying with five smaller primes and a 5D takes up less space than flying with a D3 with only a 14-24f2.8 and 70-200f2.8. Also are you using hoods, if you are using hoods are you using rigid OEM hoods? This all makes a big difference in bag selection for travel.
With some more info I could help narrow down some backpacks that are legal for international carry-on regulations.
