It is most likely your hosting company. The possibilities that could be causing the slowness are endless. Maintanence or lack thereof, the machine it's on could be slowly failing or overworked, you are reaching your space limit... Your best bet would to email your hosting company's support, let them know of the problem and ask if there is a situation you should be aware of concerning your account. I recently had some slowness problems with my two domains, which are hosted on older machines. After a bit of poking around and looking where they were hosted on, they found that a few bits were failing and causing intermittent service. They've since upgraded the system, and my sites now run fairly well.
