I suggest an eclectic approach. Try everything. Experiment a lot. You're not spending money on film, so let's get those pixels alight!

Start by doing the all-auto setting on your camera, not worrying a nit about anything but: Do You Like What You See? Examine your results and go with how your spirit guides you.

Post on this site or another site. See what people say.

And get some photo magazines; they're great for inspiration and technique.

If you've got 1400, get the 40D (not 400D) with the 28-135is lens. Much better camera than either of the two you named.

Same lenses, but a 40D now. Also, I finally got a cell phone with a camera. It's a 1.3 mp piece of junk that takes crappy pictures, but they're real fun to make something nice out of, using photoshop. I just posted one a second ago.
