In terms of absolute image quality, the Fuji S200EXR really can't compete with the Nikon D3100. The Nikon's APS-C sensor has about nine times the area of the Fuji's sensor; so the Nikon produces a much bigger (and much cleaner) original. Reviewers say that the Nikon 3100's high-iso performance is almost as good as the much more expensive D7000. That's saying alot for a camera in the D3100's price range.
But which camera is the best choice for you personally depends on what you want from the camera. If you crave the Fuji's extended zoom range, then the S200EXR may be the right camera for you. You'd need two lenses to cover that range with the Nikon, and more lenses cost more money and are less convenient. On the other hand, if you have any interest in landscape or architectural photography, the Fuji's zoom range starts at a not-very-wide 30mm. The Nikon gives you the option to switch lenses at will.
The Fuji S200EXR actually looks like a very nice camera, but the only thing it really has going for it compared to the Nikon D3100 is its super-telephoto zoom range. With the Nikon, you'd have to carry more weight and spend more money for equivalent coverage. But the Nikon will produce sharper, cleaner images—no doubt about it, especially if you like to crop your photos.
