Ok, you dont need to buy an expensive camera to get started. Tell your parents about your interest and see if they or a relation has a camera you can use. So many end up never being used. Maybe they could get you one for under $100 to get you started. Christmas/birthday perhaps? If you are really motivated you can make one yourself. Have a look at

You can also read. Read everything you can lay your hands on about photography and composition. Read about art. Painting has a lot of information that you can apply to photography.
Look. Learn to really look at photos and art and at the world around you. Look at the light, the colours and so on. Cut out and make a scrapbook of photos or art that inspires you. Try to figure out what it is that you like or dislike about a photo and write it down. Make lots of notes.
Ask. Dont be afraid to ask questions. Maybe there is someone in your family you can ask or a friend or teacher. Someone trustworthy.
