p/shop cs4....hold shift-fn-alt-all at the same time make a circle with the round rectangular tool over the flower,this way you get an even circle... invert the marching ants, go to blur...radical blur zoom on good, take to 100%.
goto feature- artistic-glowing edges, then to hue saturation and there you have it.
