A plain and simple facade. Representative of the community I would suppose. I presume a Reading Room would be the same as a public library here in the States.

Indeed I'm sure public library it almost certainly was - possibly for both books and newspapers - expensive for many when the place was built. I'm not sure if it is still in use - having never seen it open on many visits to the village - (the village has a exhibition/working windmill - still grinding grain to make flour )
