You can get a ton of drama from the clouds with a very small photosop tweak. With the Burn tool set to shadows and 8% exposure and a fairly large brush size drag it accross the clouds and the shadows will come right out. Just be sure to do it on a copy as this is really a very good image as is!
Agree with bailbr here, only I'd use a different technique. Roughly select the sky using the lasso tool. Set a reasonable feather, then adjust levels. But anyway its pretty stunning shot.
For the clouds a good way to bring back detail is to make a copy of the layer and change the blend mode to Multiply. This will darken it. Add a mask to the layer and reveal only the clouds.
