"Merry Christmas" to you also Matt thank you. I use Corel Paint Shop Pro X it comes with a script to add a border with drop shadow, you can make the border how big you want and adjust the opacity of the blur also. There also is a framing tool in Photoshop Elements 3.0 that I sometimes use.
