The women at the end of the leaf arch was sitting there with the shopping bags just watching the world go by. Because it is in sepia it gives it a old fashioned effect
Your evaluation of the sepia effect is correct. Part of what I like about this photo is that it looks like something made with a much more advanced camera, which supports the maxim it's not the camera, it's the photographer that makes the image great.
