Is there any need for an "explanation"?
I saw it. I thought it was interesting. I shot maybe half a dozen frames that were similar. I liked this one most.
I could try to claim that this is part of a bigger project to show Essex in a different yet familiar light (there was something about all those discarded traffic cones...). But that would just be art-critic pretentious.
See it for what it is. Rather than seeking an explanation.
