Tough shot here. The top left is severly under exposed, and the water right in the middle is severly over exposed. Try using a neutral density aka ND filter. This will allow for a longer expsure to be made that will make the image nicely exposed, and wil give you "silky" water.
Could have been a good shot. If you camera will do it drop to 50asa or 100 asa. Polorizer (depending where the sun was) If not a polorizer a ND filter would work. Tripod needed and shoot at 1/2 second to one second. All this really depends if you camera is capable of doing this. Hope this might help you. Nelson
