The missionaries and Red Cross and other aid organizations in the greater Manila area are trying to help the poor grow out of poverty, but are instead creating a complete dependence on aid, both domestic and foreign.

I was going to say looks like a photo from the PI. I was station there for six years. I lived off base in a little town just out side of Subic Bay Navel Base. I saw a lot of these children and tried to help some of them. In fact I adopt a little girl there and still kept in touch with her ( she is now in her 20s and married ).
