I have been using http://www.uk-photofinish.com for my photo backup, I have not been notified of an account limit but have uploaded a number of albums so far. It has a gallery are which you can keep your albums in and you can make them private too so no-one else can see them. It is totally free which suits me : )
It has the ususal other stuff that most photo gallery sites offer which i assume is how they make their money but you don't have to use the other services.

I bought an external USB backup device from http://www.nsoptimum.co.uk which is fantastic, i just backup all my photos to that and when i purchase a new laptop/pc i'll just make a second backup back to that.. should either fail at least i'll have a spare backup available.

If you are looking for galleries that also offer online photo backup then FoPHO.co.uk http://www.fopho.co.uk have a full list of the best sites for this - Photobucket was recommended the best if you then upgraded to the 'pro account' as yuo could upload full sized images for safe keeping. all the best.
